Herbert was born in 1899.  Herbert's father was Joseph John Fergen and his mother was Katherine Elizabeth Schlimgen.  His maternal grandparents were Mathias Schlimgen and Katharine Elizabeth Schell.  He was the youngest of six children.  He had three brothers and two sisters, named Frederick, Albert, Joseph, Amelia and Josephine.  He died at the age of 2 in 1901.
